As a FAP secretary, I need proposal data available before the meetings and booklets #736

FAP secretaries need certain access to proposal data before they receive the booklets, so that they can make amendments to panels in advance of the meetings.

A meeting was due to take place on 31/10/2022 where they would do this (or start this process?), however that may be delayed due to Emma's absence.

Sukh to clarify what exactly they need and when it's needed by. It may just be that they need access to the ProposalList and will modify data in there, and can use the XFAP site (via #186) soon if PDFs in the ProposalList (#734) is not available in time.

Probably requires accurate FAPs in the ProposalList via https://github.com/isisbusapps/proposal-allocations/issues/238

Once this is done we should let Dylan know he can do an import of the (now finalised) SharePoint list (https://github.com/UserOfficeProject/user-office-project-issue-tracker/issues/737).

Closing now that there is more clarity and to make all of these issues less confusing
