Handle Multiple FAPs Assigned to Instrument #965

Instruments can have multiple FAPs assigned to them (see here). Currently the SEPs software assumes a one-to-one relationship. We need to discuss with the User Office the best way of working around this limitation.

One suggestion was to have panels in the software that are combinations of actual FAPs e.g. FAP1_FAP5 and assigning those to the instruments in question.

@Cat-Lucifer I'm back from leave and in the process of turning the requirements document into a list of issues. This issue has been carried over from the previous round, and I don't think it was mentioned during the feedback meeting. Should we just leave this as it is, or does something need to be done?

@joshhdawes This isn't a higher priority than some of the other issues, and I can handle this manually for now, so let's put this one in the backlog.
