Document some dungeon tip function + fix some signature type #253

document DisplayFloorTip and DisplayItemTip, add return for DisplayDungeonTip and specify the exact type for pack_file_id in LoadWteFromFileDirectory

While I fixed some WTE file loaded function, I jumped on the occasion to quickly fill the ProcessWTE documentation. (I have a few other stuff about that, but that one was the most important, and I’ll probably take some time to document the others)
