Update BRAPA vowel list #4

Added "rh" in the list since it's a rhotic vowel

Closing requirement. Adding "rh" in the vowel list, even it being a vowel, can break too much the flow of UST edition since they are exclusively attached to a previous vowel, so it's not recommended.

Lab2ut the way it is does the merge in the correct way
