[FEATURE] data manager rights on subcategory level only #248

Currently (as far as I know), data manager rights are given on category level. The data manager can then approve submittals to the vault regardless of the subcategory that the submittal came from. We have the current situation where a category is given to each chair-group which may have other subcategories depending on clusters within the chair-group or projects:

Some researchers have indicated that they do not want to manage / evaluate submissions to the vault for an entire category, but only for their own sub-category. Naturally, we could create separate categories in those cases, but then structures start to divorce from each other when they belong to the same chair-group.

Describe the solution you'd like

Be able to only assign a data manager for a sub-category next to the category data manager.

Describe alternatives you've considered

Create separate categories. But this becomes less organized and structured to manage (at WUR we already have a massive list of categories).

The proposal has been accepted in today's data manager meeting. We have registered this feature request as ticket number YDA-5194 for refinement and planning.

Perhaps also have the possibility to set different rights for accepting a publication. Perhaps separate the rights for someone to be able to accept for the vault and accept for publication.
