This is the first version of a configuration for making iRODS balance data across unixfilesystem resources in a tree, so that manually removing resources from a tree when they are almost full is usually no longer necessary.

This PR is on hold pending a possible iRODS issue that affects this functionality (see Jira ticket)

We've decided to shelve this implementation, because of blocking issues in PRC/iRODS, and work on the final implementation instead (YDA-5345)
