Grade calculation with minimum score option.

Description

Right now when the a minimum score is not met, there are two options for the calculated grade: the grade either becomes an NAV (1) or the grade that has failed the minimum score condition (2).

For example, consider a final grade with two components:

Homework, 50%, grade for student X is 10
Exam, 50%, minimum of 5 required, grade for X is 4

In option (1) the final grade for X would be an NAV and in (2) the final grade would be a 4. FEB suggests an alternative: set the grade to 5 in this case.

Open questions

In the interest of simplicity we probably do not want to support all 3 options. Pick two?
