[11-Feature] Find a way to boot up rosserial node if it loses sync #51

Is your feature request related to a problem? Please describe. If we are still planning to use serial communication, there are occasions where the arduino mega dies, and 'loses' sync

Describe the solution you'd like I want a method to be able to run the launch command when it detects that the connection is broken.
