[1-Epic] Move_base implementation #59

Is your feature request related to a problem? Please describe. We will be implementing the move_base ros package to be able to drive the rover autonomously. This is the most 'out of the box' solution to get automation up and running.

These are the following issues related to this epic Sensors

53 Drivetrain encoder

40 IMU interface

52 GPS interface

58 Depth camera

Simulation

36 URDF Rover
