Admin ops #61

resolves #34 and sets up uro with an admin panel and for more admin options later on, if we need.

The styling of both the maintenance mode page and the admin panel are pretty barebones, but that should be ok for now

At a glance, this looks good! I'm going to hold off until I've had a chance to test it, but very happy to see interest in adding this sort of stuff.
