Issue identified. SBAO doesn't have any sectors from GND to FL245, causing our "disconnect".

I've asked Enrico (SBAO Tech) on this matter. Waiting for feedback.

SBAO doesn't have LOW or MID Oceanic Airspaces, therefore, this will acknowledge as an ongoing error, without impacts.
