[GLYT] FAPE Updated w/t QGIS process

Description In testing George's QGIS to Ground radar process, I have created a new Ground Layout for FAPE. I have used the 2nd display to clearly display the stands on the Apron as well as added the CAT2 holding point for RWY 08 with the LVP toggle.

Work that still needs to be completed:

• [x] Runway Labels
• [x] Stand Labels
• [x] Taxiway Labels
• [ ] APP Window extended Centerlines
• [ ] Toggle 2nd display by default
