Is your feature request related to a problem? Please describe. We should utilise the CFL departure list item while the initial climb plugin is under development. This has already been deployed for FACT, FALE and FAOR

Describe the solution you'd like I propose we use the CFL_DRWY rule to define the initial climbs per departure runway. image
