TC SE vs TC VATON lines #3712

What is the bug?

When a LTC_SE split is online vs anyone covering the VATON sector, more lines need to appear. They needs to appear for the controller covering LTC_SE and for the one covering VATON (Order for VATON at present doesn't include any of our dover sub-splits, it's just LON_D then LON_S, LON_SC, LON)

What is the expected functionality?

image Lines depicting the 175/DB portion to the south plus the line from biggin separating the 2 TC SE airspace blocks.

@cpawley was working on line display here: https://github.com/VATSIM-UK/UK-Sector-File/pull/3623

So this issue can likely be grouped with changes there.

This should be resolved with your latest changes @hsugden I haven't tested it yet, but happy to close...

I only updated the static boundaries. This will need addressing as part of #3543 which I will get round to over Xmas or between jobs I should imagine!
