Doncaster Sheffield (EGCN) airspace deactivation #4526

What are the changes?

Prior to formal removal from the AIP, we should rename the CTA/CTR airspace so that it hides itself from controller's displays until it's all moved to the archive.

We also need to add airspace bases for Yorkshire CTA 11 and Lincolnshire CTA 4 as this airspace previously showed the lowest EGCN base.
