Map out the West sector in the format demonstrated in _data\Old\Static Boundaries.txt
Lines should be drawn for the surrounding lateral boundaries, and then any lines within the main sector where the vertical boundary changes. The best source of this will be the agreed levels diagram for West and the sector lines drawn out for the sector in EuroScope.
There's also a sector diagram too - which may be useful.
