Create endpoint for vRAF to activate danger areas #1610

vRAF currently use a forum post to notify controllers of danger area activation.

UKCP API could, much like a stand request enable certain users of vSOAs to notify danger areas active. UKCP API could output a data file that could be read by TopSkys' NOTAM system to activate the areas automatically, alongside the Eurocontrol AUP areas.

Actually, vRAF could do this, disregard
