Description:

After building the docker stack the database isn't populated and the composer install/update not run. composer.json specifies a requirement for "php": "^7.4" docker/php/Dockerfile installs 7.3-fpm

Accceptance Criteria / Requirements:

Docker stack builds
Composer install / update runs successfully
Database migrations complete successfully
