Saint-fons rename for 2009 2012 vintage #15

Saint-Fons data (2009 and 2012) has wrong name during unzip process. ST_FONS it should be SAINT_FONS.

Things to be done

  1. There should an assertion check after archive decompression
  2. Make the ad-hoc patch for Saint_fons: rename archive prior decompression.
