add the 2 part model driven workflow to transform the Lyon 1er arrondisement 2015 citygml data to RDF.

part 1: use shapechange to create an ontology network from the CityGML UML model
part 2: use ud-graph to transform the Citygml XML data to RDF using the generated ontology from step 1
