Document the Building-Server architecture and its evolution #33

Oslandia's Building-Server is evolving. For example, its output won't be new tables pushed to the input data base but some files. Such planned evolution are not in a roadmap which make it hard for depending projects to plan their own roadmap.

For example the temporal extension of Building-server needs to find its proper articulation with the original master (should it be a configuration option possibly with some weight-function as parameter or will it remain a separate fork forever).

Building-servers architecture and its roadmap should thus be documented.
