Update gh actions #75

when PR to main branch, query changes specifically to:

changes to any of the above action will then build python env and execute various runs based on specific file changes (at least that's what I hope I've set things up to do)

This action should now execute if changes to python scripts, requirements.txt, or model have occurred.
