Eventdisplay can analyse only N/S/E/W or on/off observations.

Some runs have been taken towards other directions (see elog ).

Introduce a consistent handling of wobble offset and wobble angle.

Pull request #165 solves this issue.

Tested with Crab run 101450

[x] gamma-ray and background rater equivalent runs taken at nominal wobble directions and same offset
[x] reasonable maps for reflected region model (rings are due to the short run length and therefore limited number of background events)
[x] reasonable maps for ring background model

Tested with Crab at nominal wobble directions to ensure that those results don't changed. Confirm for 7 runs that results are exactly the same.
