Only supporting 0.5 wobble offset when calculating safe energy range? #156

As noted by @cameronrulten here:

When reading in effective area parameters, get_safe_energy() in EffectiveAreaFile.py has 0.5 hardcoded as the wobble offset value. We are currently unsure whether this needs concern.
