Expand observatory table with DQM info #194

Add DQM entries to observation table (e.g., L3RATES and FIR). This is currently filled only for the Eventdisplay files.

Affects command line tool pyV2DL3/script/generate_index_file.py only.

Use -dqm command to fill those fields.
