Add custom exclusion regions in exclusion_finder.py #29

Right now exclusion regions are implemented in the config file as lists of lists of [[SkyCoord, radius], [SkyCoord, radius], ...] - this could easily be added to exclusion_finder to manually exclude any sources in the FoV that aren't listed in gammacat/HAWC
