Exposure Maps #7

I don't know if we still need it but we could migrate over the exposuremap code.

There are ROOT/C++ and ED specific dependencies. Might be worth looking at a gammapy-based and/or uproot solution?

This doesn't need to be part of this repo specifically - it's not really stand-alone code but rather modifications to ED macros. I think it's fine to not migrate this and I can host a copy on my personal github if people want to use it
