Adjust new Select/Checkbox components and add styleOverrides to support implementation efforts #116

These changes do the following:

Resolves a regeneratorRuntime reference error related to Babel transpiling CoreUI in web-common and the Site repos
Adds styleOverrides and adjusts default styles to support both the genomics and EDA contexts
Stops propagation of the toggle/expand buttons' event handler to prevent the header menu from collapsing onToggle in genomics
Leverages a useEffect in SelectList to ensure state is synced when new EDA "clear var selection" button is clicked

My hope is that these changes packed into this web-eda branch handle all web-eda contexts for the new Select and Checkbox components, with the exception of this mbio work to be merged as follow up work. Then, my belief is that the remaining implementation efforts will exist outside of web-eda.
