Write SOP doc describing map data preprocessing #80

This could include:

  1. all steps performed in pre-processing, including how we get the data(?), how we handle associated publications, you name it.
  2. descriptions of file formats (inputs and output)
  3. descriptions of programs used (SAF 2.0 parsers?)
  4. annotations for
    • temporal
    • multi-filter and collections
    • imputing zero
    • weighting

John suggests that bob and danielle develop the part of the sop relating to the annotations, and hand to sam and sarah to validate
