For toggles: grey font when disabled, black font when enabled #446

Styling bug: Font color for log scale on plot controls looks to be the same gray color that we use to indicate that something has been disabled. Please change the font color to black & use same font size and weight as for other plot controls like bin width.

Discussed in 10/21 EDA UX meeting

@jernestmyers will fix this in core UI

disabled toggles should always use grey font enabled toggles (in both on & off state) should always use black font

Please make sure to apply this rule to ALL toggles, including those under plot controls and also those in the plot parameter selection (ie, "Include samples with no data...")

I confirmed that grey text is no longer being used for log score and bin width. I can also confirm that grey text is being used for toggles that are disabled
