Study managers & help should be emailed every time the status of an access request changes #706

All study managers and help@clinepidb.org should receive an email any time that a request has been approved, denied or deleted. Currently managers are not getting these emails. This could be related to https://github.com/VEuPathDB/service-dataset-access/issues/65 (requestors are also failing to get status change emails)

as of 11/15 this is not working, I did not get an email
