Send email notifications (to managers & requestors) upon resubmission of a data access request

I tested auto-emails after requestor is denied and then resubmits the request, using Kalifabougou Malaria Cohort. danicahelb02@hotmail.com was the requestor.

• upon initial request, requestor (hotmail) received notification that the request was submitted --> good
• upon initial request, manager (gmail) received notification that a request was submitted --> good
• upon initial request, help (help@clinepidb.org) forwards me an email about the request --> good

-upon denial, no one received an email (see https://github.com/VEuPathDB/service-dataset-access/issues/65 & https://github.com/VEuPathDB/EdaNewIssues/issues/706)

• after a denial, the access request form is unlocked and the requestor (hotmail) can update their request --> good

- after resubmission, NO ONE received notification (managers do NOT know that they need to perform an action, requestors don't know that their resubmission has gone through) --> FIX

as of 11/15 neither requestor nor manager recieved an email that a resubmission was made
