get rid of the "Remove data requestor" button from the study mgmt dashboard #710

Please remove the "Remove data requestor" button from the study mgmt dashboard (upper right side of the data requestors table). Study team managers should NOT be able to delete requests. Staff can remove requests from the database if needed.
