Fix broken links to tutorial in access request emails sent to managers #712

We have included links to the tutorials for how to approve / deny requests in the emails that get sent to study managers.

Links are currently broken.

For example: Kalifabougu is protected passive, and has this BROKEN link: https://static-content.veupathdb.org/documents/clinEpi/clinEpi_exercises/%20ClinEpiDB_Data_Access_Dashboard_Protected_PASSIVE.pdf

Jilinde costing of prep in kenya is protective active, and this link WORKS: https://static-content.veupathdb.org/documents/clinEpi/clinEpi_exercises/ClinEpiDB_Data_Access_Dashboard_Protected_ACTIVE.pdf

as of 11/16/2023, links are shown in gmail but the link to the PASSIVE tutorial does not work:
