This PR has a few items:

Upgrade to the latest user-study compatible versions of lib-eda-subsetting and EdaCommon
Incorporate logic to handle user studies
Upgrade to container core and use latest version of gradle plugin where possible, streamlining build
Upgrade other dependencies as appropriate (including the released jakarta version of FgpUtil)
