List failed jobs

Description

Adds a method to the AsyncPlatform type that may be used to list campus-local jobs in a failed status.

Changes

• Adds new method and query for listing failed jobs
• Updates existing method to allow disabling exceptions when attempting to delete a job from S3 that doesn't already exist there
