test that we send emails, add logs that show what happens #50

we checked with Bob and all is good on the smtp server side.. logs unfortunately do not tell us much.. so they need to be more verbose,

i would like to review if we send emails to others other than the user itself.

to test: from the dashboard, add a test user or test provider by entering one email of a suer without an account.

To QA this ticket, @aurreco-uga could check if an email was sent to [elaine.charurat@jhpiego.org] on Friday, March 18. This user did not have an account, and I added her to the provider database of PFPP Choices study.

confirmed that the user elaine made an account therefore she must have received the email.. and i just tested : the email we try adding as a user or provider via dashboard, gets the email to open an account.
