The SQL here will currently run (so safe to merge for now), but eventual locations of these tables, even in the short term, may change. Will have to decide when things are stable enough to merge this PR.
@jtlong3rd I made user dataset study owners Providers and Managers of their studies. If it's easier for the UI if one or both of those is always false for user datasets (e.g. since it will hide the "Grant Access" button), let me know- easy to change.
