Use the 8-debian tag and use apt-get over apt #155

It appears the mysql:8 image is no longer based on Debian, so this patch moves it to mysql:8-debian. In addition, apt is an end-user tool, while apt-get is more appropriate for scripts.

The MySQL docker image is Oracle’s MySQL, which is undesirable. Per Bob B. and I, it is preferred if we could move this to the MariaDB image going forward. If that’s acceptable, please check pull request #156 and reject this one.

This branch with it's dependencies is getting discontinued in favor of a rewrite that no longer uses mysql
