Allow conversion between units in Browse and subset tab #1048

For units like Fahrenheit, kg, etc. that we pre-determine can be converted, show a drop down menu for the unit so that users can change it.

Decision points: 1) Can users change the units outside the browse and subset tab? (like in a viz tool) 2) Which units and conversions will be allowed?

This is currently a "Phase X" deliverable

I moved this to web-eda, but there are likely some backend requirements as well.
