Implement DOIs, as DataCite only allows DOI as <identifier> #292

DataCite metadata export only allows DOIs as <identifier>.
We need to think about how we want to register datasets to get a DOI.

Data cite only allows DOI, which need to be empty here, as long as we do not have DOIs assigned.
