Add Copernicus 30 m DEM #18

We need to write a script to add the 30 m DEM from Copernicus to metacatalog.

@AlexDo1 and @Ash-Manoj work on the upload script.
@AlexDo1 will also implement a datasource in metacatalog that handles the data in tif format.

Either a datasource for tif exclusively or maybe even any valid single layer raster source. Rasterio should be able to read all of them
