io500.sh: remove requirement for io500-app version #65

The io500-app will not be mandatory for ISC'20.

We decided that new submissions should preferably use the io500-app/io500.sh script to submit both results, and if necessary can set export io500_ini=n (or similar) in the environment to run the old io-500-dev/io500.sh script in standalone mode.
