Switch from Travis CI to GitHub Actions #367

This should also enable us to test on MacOS and Windows.

Seeing errors running old packages using the directory unpacker. Was to be expected but it's annoying to have to remove those tests.

Seems to be a glibc incompatibility, not sure if it can be fixed.

Apparently setting LANG fixes it.
