Query status of VILLASrelay ICs via VILLASrelay API #64

The status of VILLASrelay ICs will be queried by the VILLASrelay API and saved to the DB. Currently this is happening in the frontend (see https://git.rwth-aachen.de/acs/public/villas/web/-/issues/305 and https://git.rwth-aachen.de/acs/public/villas/web/-/issues/304). By the integration into the backend we can reduce the query load in the browser.
