Shard by metric info data #1399

There are two main parts:

  1. for user metrics we now use strategy from meta info
    • plan is to update them as agent are deployed
  2. for builtin metric we use hard-coded strategy: everything in 0 shard except for ingestion and badges which are sharded by metric tag
