Fill the sections `context` and `contributing`

Hi all, I have fill-up these sections. Several decisions need to be taken:

• the addition of the governance document that should be validated by Roberta
• the use of the DCO signing

In addition, I made some fix related to the rst synthax and added the "licence sentence" into each file.
