Reorg to use volttron standard naming conventions #7

Are we using this as the one dnp3 based repo or will there be an agent as well as this repo?

The idea of dnp3-python is an improvement on the historical pydnp3 package. The volttron dnp3 platform driver and dnp3 agent use the library created by this repo. So, this repo should not depend on volttron.
