RabbitMQ-VOLTTRON: Streamline installation steps

Description of Issue

Currently, installation steps are cumbersome and need to be streamlined.

1. Creation of virtual hosts, certs etc need to be part of volttron-cfg.
2. Installation of RMQ agents with volttron-cfg is not working properly.

As per discussion dated 08/03, There is two steps to getting an instance ready to run:

• Modify the python bootstrap.py process to take a –rmq-directory=$HOME/rmq parameter. This will download the generic rmq repo or use the one that is present there if it exists.
• Run vcfg –rmq-config=configfile. This will configure the platform to work with the rmq setup by the previous step. Another option will be –prompt-agent which will run through the same options as it currently does after the initial rmq based certificate setup.

This issue was fixed as part of VOLTTRON 6.0 alpha release prior to VOLTTRON Tech meeting.
