Easier registration for volttron.central and platform.agent #250

There will be two ways a volttron instance can be registered with a volttron central agent. Either initiated from the volttron instance itself or through volttron central communicating with the external volttron instance.

@zbeech Any thoughts on authentication/authorization should be added here for this.

There is absolutely no reason why we can't auto-register a local platform. That would make a lot of sense!
